The California Department of Justice authorizes each county to offer permits within state law. San Bernardino County ranks as No. 2 in the state for issuing the permits, just behind Kern County. In San Bernardino County, sheriff's officials estimate 4,000 people have a CCW permit and legally carry a concealed firearm. 

San Bernardino County , CA, Applications for permits to carry a concealed weapon have soared 750 percent in San Bernardino County following the Dec. 2 terrorism attack, San Bernardino County Sheriff’s Department, officials said this week. Usually the Department processes 10 permit requests per week and since the attack it has been averaging 75 per week.
